The Inspector General has referred to me your letter of February 17, 2000, requesting additional information concerning the appointment of Mr. Coia as General President Emeritus and the compensation that accompanies that appointment. It appears to me from your letter that you are fully informed about the amount of the obligation and the constitutional basis under which the GEB acted. Additionally, I am aware that by letter of March 2, 2000, the General Counsel, Michael S. Bearse, has furnished additional information to you.

Although your letter includes a number of questions, that are essentially rhetorical, and do not warrant further response. If there is additional, specific information that you require, please let me know.
